TTE conduct competency vocational training and education in Ghana for Tullow Oil employees.

TTE International were commissioned by Tullow Oil to conduct a six week feasibility study into the development of competency based vocational training and education within Ghana to meet the future skills needs of their Jubilee Field Operations. The business had already invested in the technical development of four local Ghanaian staff for their forthcoming Floating Production Storage and Offloading Vessel (FPSO).

Summary of main activities

2011 – Jubilee Technical training Centre (JTTC) Pre-operation set-up

Provision of project specific Technical and HSE consultancy support:

  • Provision of curriculum plan and delivery requirements
  • Development of course notes and supplementary training materials
  • Training services (Train the Trainer) for local staff
  • Provision of technical equipment procurement lists

2012-2016 – Assessment Services Floating Platform Storage Operations (FPSO)

Assessment and IQA of Technicians to NVQ Diploma Level 3 Hydrocarbons standards:

  • Provision of assessor training and mentoring across trade disciplines

2012-2016 – JTTC Operational Delivery

Provision of centre coordinator and curriculum management:

  • Provision of rotational discipline specific trainer and assessors
  • Supervision, installation, commissioning and operation of Pilot Plants
  • Installation and commissioning of engineering equipment, machinery within workshops
  • Delivering “Train the Trainer” for local polytechnic staff
  • Mentoring staff and learners within the centre
  • Obtaining centre approval for NVQ Level 2 Diploma delivery – engineering and process operations and activities

Building future skills

Based on the inability of existing in-country educational establishments to provide competency based vocational training and assessments to internationally recognised standards, compounded by the lack of oil & gas physical training assets, especially industrial scale workshop equipment, 26 employees undertook an off the job 26 week UK based development programme. This enabled them to acquire the prerequisite skills, knowledge and experience needed to become competently assessed to UK NVQ Level 2 standards. This was seen as a stepping stone prior to them undertaking their on the job roles and assessment towards an NVQ Level 3 qualification.

In order to meet the short, medium and long term needs of Tullow Oil, it was required to supply future skilled and competent Engineering and Operations Technicians.

Initial project scoping focused on the potential capital investment into one particular educational institution within the Western region for the development of Production Technicians. Following a series of meetings and discussions, it was decided to re-evaluate this concept and take an initial broader view of both the supply and demand elements that currently existed and the political directives and opinions of local and national decision makers and stakeholders.

26 employees completed a 26 week UK based development programme.
